Rhode Island's "Percent For Art" Program Rhode Island state law requires that 1% of funds allocated for the new construction or renovation of state facilities be used for the acquisition of works of art. This "Pecent for Art" program has commissioned significant works of art for public facilities throughout Rhode Island. Similar programs exist in New York, Minnesota, New Jersry, Louisianna, and many other states.
The Percent for Art program recently help acquire Frank Saccoccio and Sendra Beauregard's "Joy" in memory of Joyce Mathews. Known as "Joy" to her friends and colleagues, Ms. Mathews worked in the Regional Library for the Blind and Physically Handicapped (Talking Books Plus) for many years before her untimely death in an automobile accident in July 2003.
The artwork is a representation of the feeling of joy, carved in pressed wood and painted. It is a moving tribute to Joy Mathews, whose kind spirit continues to be missed at Library Services and by the patrons of Talking Books Plus. "Joy" will be displayed in the OLIS Library on the ground floor of the Department of Administration building.
This was one of many works presented to the library, selected from showings at the Atrium Gallery in the Department of Administration.
The RI Division of Information Technology also acquired two works of art through the Percent for Art program, "Of the Waterfall" by Alfred Smith and "Van Goghian Roses" by Mark Anastasia, to be displayed in the CIO's area on the Fourth Floor of the Department of Administration building.
The State Arts Council and other state arts groups are pleased with these purchaces under the program. “These works of art represent the accomplishments of some of Rhode Island’s most skilled and underrepresented artists. We are so happy to partner with RISCA and the Governor’s Commission on Disabilities to bring these works to our state agencies and to the public,” said Jeannine Chartier, Director of VSA arts of Rhode Island.
Cristina M. Di Chiera administers the state's "Percent for Art" program. She is the new Director of Individual Artists Services and Public Art Programs for RISCA, managing the Council's programs and services for individual artists.
She has a great deal of experience in promoting the arts community.
She is also the Director of Programs for Preserve Rhode Island, non-profit advocate and resource for historic preservation. She has been active with a number of arts and community- based advocacy efforts in Rhode Island, including work with the West Broadway Neighborhood Association, the Urban Greens Food Cooperative, Trinity Repertory Company and Ocean State Action.
And that's a lot of art for visitors to our public buildings.
